Common Values Procurement Auctions with Bidder Solicitation∗

چکیده

A buyer seeks to procure a service and solicits bids from sellers. The cost of the service depends on characteristics that are only known to the buyer (“common values”). The buyer can choose how many bids to solicit and the number of solicited bids cannot be disclosed verifiably. We characterize equilibrium. We show that there are potentially important differences between a standard common values procurement auction with a fixed number of a bidders and a common values auction with endogenous biddership. Very preliminary and Incomplete. Please do not post publicly. JEL Classifications: D44, D82, D83

Common-Value Procurement Auctions with Renegotiation

This note contains the equilibrium bid functions for two types of common-value procurement auctions: 1) a procurement auction in which bids represent an enforceable contract; 2) a procurement auction in which, upon learning the true cost of supplying the good, the winning bidder can renegotiate the contract with the buyer, and each bidder must submit a bond with their bid, which is returned at ...

A Common Value Auction with Bid Solicitation∗

We study a first-price auction for a single good with common values. The novel feature is that the number of bidders is endogenous: the seller (auctioneer) knows the value and solicits bidders. Soliciting bidders is costly. The bidders privately observe noisy signals of the true value, as in the standard auction model. However, the number of solicited bidders is unobservable to them. The number...

On the Drawbacks of Sequential Auctions for Multiple Objects with Aysmmetric Bidder

Sequential first price auctions of multiple lots are very common in procurement, electricity, tobacco, timber, and oil lease. Presumably, they are common because they are easier to organize to than simultaneous ones. In this paper we identify two ways in which a sequential format may facilitate collusion among bidders relative to a simultaneous one, and we analyze the seller’s disclosure polici...

Bidding Strategies Analysis for Procurement Combinatorial Auctions

Based on the work of Krishna and Rosenthal (1996) about combinatorial auctions bidding equilibrium analysis and Che(1993)’s research about one-unit multi-attributes auctions, we construct a multi-attributes procurement simultaneous auction for 2 objects, through a first-score(price), sealed-bid format. There are two kinds of bidders: simple bidders and a diverse bidder considered in this model....

Structural Estimation of First-Price Auction Models: Measuring Common Values and the Winner's Curse

We estimate structural models of competitive bidding in symmetric low-price procurement auctions in order to address two empirical questions. First, we investigate the importance of common and private values using a general model which allows bidders' preferences to exhibit both components. Second, we see whether participants bid more aggressively (as measured by the markups of bids over expect...
